and assumes you have a good understanding

Plug ins - Eye Candy4 - Gradient Glow (optional)
Font i used - Electroharmonix
ok off we go!!
Open up vix Mask and minimise to your system tray
Open up your template- shift+D to duplicate, close original
delete the © top layer
Add a new layer and go to layers-send to bottom
go to your flood fill tool and flood fill your new layer with white.
Stay on your white background
Copy and paste paper2, layers-new mask layer-from image
click on your drop down and find Vix' mask
source luminance checked only.
apply the mask,
go to layers-merge-merge group.
now activate the slats in your layer palette,
go to selections-select all-float-defloat
Paste paper3 as a new layer
selections-invert-hit delete button-select none
Activate rectangle1
go to selections-select all-float-defloat
Paste paper6 as a new layer
selections-invert-hit delete button-select none
Activate rectangle3
go to selections-select all-float-defloat
Paste paper6 as a new layer
selections-invert-hit delete button-select none
Activate rectangle2
go to selections-select all-float-defloat
Paste paper1 as a new layer
selections-invert-hit delete button-select none
Activate rectangle4
go to selections-select all-float-defloat
Paste paper6 as a new layer
selections-invert-hit delete button-select none
On the white border rectangles add a drop shadow
i used 1-2-60-6
activate your mask layer and copy and paste
your flourish as a new layer
get your lotusblossom scatter and resize to 70% of original
paste this as a new layer,
on your layer palette drag it up so that it is above rectangle and border1
see my finished tag for reference.
Now copy and paste an element of choice ( i used the bamboo)
resize to 70% as before
and place it in rectangle1 under the border.
Use your eraser tool to get rid of any excess showing
add a drop shadow.
Activate the top layer
resize 3 ribbons of choice and paste them as new layers.
Now open the parasol and resize by the same again.
bring the parasol to the top.
Add your tube of choice
then add your Name
Use your mover tool to place your text where you want it.
go to effects - eye candy-gradient glow-colour set to #720313
apply these settings 
add your © & licence info.
layers-merge-merge visible.
Crop off any excess
Save as a jpeg or a png.
Thats it your done!!
